Following completion of the first phase of works in 2022 as part of the <a data-uw-original-href="https://www.lambeth.gov.uk/housing/regeneration-projects/south-bank-spine-route" data-uw-rm-brl="PR" data-uw-rm-ext-link="na" href="https://www.lambeth.gov.uk/housing/regeneration-projects/south-bank-spine-route" rel="noopener noreferrer" target="_blank">Spine Route masterplan</a>, and the introduction of traffic improvements at <a data-uw-original-href="https://waterloo.commonplace.is/en-GB/proposals/spine-route-at-bernie-spain-gardens/step1" data-uw-rm-brl="PR" data-uw-rm-ext-link="na" href="https://waterloo.commonplace.is/en-GB/proposals/spine-route-at-bernie-spain-gardens/step1" rel="noopener noreferrer" target="_blank">Bernie Spain Gardens</a> and <a data-uw-original-href="https://waterloo.commonplace.is/en-GB/proposals/spine-route-at-waterloo-bridge/step1" data-uw-rm-brl="PR" data-uw-rm-ext-link="na" href="https://waterloo.commonplace.is/en-GB/proposals/spine-route-at-waterloo-bridge/step1" rel="noopener noreferrer" target="_blank">Waterloo Bridge</a> as a trial in Autumn 2023, construction of the next phase of work is expected to take place from Summer 2024. This phase focusses on public realm improvements to Concert Hall Approach, Sutton Walk and Belvedere Road (between Hungerford Bridge and the Hayward Gallery).&nbsp;In line with the overall plan, the designs for this area reimagine the local streets, prioritising pedestrians and cyclists, improving the public realm and making the area a more climate resilient and inclusive place for people. This will be achieved by the introduction of high-quality paving, planting and trees and through the restriction of through traffic. &nbsp;&nbsp;

 Imminent works

Prior to the start of the Council&rsquo;s works in Summer 2024, gas company SGN will be on site from May to upgrade the gas network in the area and prepare this section ahead of the Council&#39;s planned improvements. Details of the Public Realm Improvements

Concert Hall Approach will be pedestrianised, with servicing access for businesses. Planting will be introduced and accessibility increased by re-paving and de-cluttering the space, and by the introduction of new seating. A zebra crossing will be introduced at Belvedere Road to help pedestrians move through the area safely. &nbsp;Specific measures are:  &nbsp;<ul><li>Pedestrianisation of Concert Hall Approach with access permitted for deliveries</li><li>Re-paving of the whole area to ensure a flush, safe, accessible and high-quality surface&nbsp;</li><li>Pavement widening on Concert Hall Approach and Belvedere Road &nbsp;</li><li>Introduction of a long bench and planter to the edge of the Whitehouse Apartments, on Concert Hall Approach  &nbsp;</li><li>Introduction of planters on Concert Hall Approach and Belvedere Road&nbsp;</li><li>Introduction of rain gardens on Belvedere Road</li><li>Improvements to the tree pits, introducing a permeable and flexible surface &nbsp;</li><li>Introduction of public protection measures across the scheme area&nbsp;</li><li>Replacement of existing lighting columns on Concert Hall Approach&nbsp;</li><li>Re-location of the Santander cycle bays &nbsp;</li></ul>

 Managing Construction

This is a substantial phase of the Spine Route project and construction will take around 7 months, with works expected to begin this Summer. Inevitably there will be a level of disruption to those living, working and moving through the area but the Council and its contractors have undertaken a large amount of preparation, and will do their very best to reduce inconvenience during the build period. &nbsp;We will be sharing further details of the arrangements we are putting in place through this period &ndash; to enable traffic and pedestrian movement &ndash; as well as more information on how the works will be phased &ndash; in the coming weeks.&nbsp;

  The South Bank Spine Route Masterplan

The Council published the <a data-uw-original-href="https://www.lambeth.gov.uk/housing/regeneration-projects/south-bank-spine-route" data-uw-rm-brl="PR" href="https://www.lambeth.gov.uk/housing/regeneration-projects/south-bank-spine-route">South Bank Spine Route Masterplan</a> last year, setting out designs to enhance the Spine Route, a key movement corridor connecting Jubilee Gardens, the South Bank Centre, the National Theatre and Bernie Spain Gardens.&nbsp;The designs reimagine the local streets, prioritising pedestrians and cyclists, improving the public realm and making the area a more climate resilient and inclusive place for everyone. This will be achieved by the introduction of high quality public realm, planting and trees and new pedestrian spaces, and through the restriction of through traffic. &nbsp;This is an &pound;8million investment in the public realm of the area &ndash; to celebrate and highlight the South Bank&rsquo;s unique characteristics as an international destination, to support the creative cluster of organisations and to create and reanimate public spaces that are accessible, inclusive, and safe for people living, working, and visiting the area.&nbsp;The South Bank Spine Route masterplan is the result of partnership working and consultation and engagement within the local area conducted between 2019 and 2022.&nbsp;

Traffic filters at Waterloo BridgeOn Upper Ground at Waterloo Bridge, we will trial two new traffic filters with &ldquo;No Motor Vehicles&rdquo; signage. &nbsp;At Waterloo Bridge, westbound traffic (coming from the direction of the National Theatre) will be stopped and will need to proceed up the up ramp to the Waterloo Roundabout. &nbsp;At the National Theatre, eastbound traffic (coming from Belvedere Road) will also be stopped and will need to proceed up the up ramp as well.Certain vehicles such as Emergency Services and TfL buses will be exempt from the No Motor Vehicles restrictions.Removal of Up-Ramp Coach Parking BaysTo enhance road safety and better manage traffic, we are removing the designated coach parking bays on the up ramp beside Waterloo Bridge. &nbsp;This improves road safety for contraflow cycling on the up ramp, as it eliminates conflicts between parked vehicles and large trucks using the same road space.To help you navigate through the area once the trial is in place, we have created a Spine Route Car Park and Access Guide with details regarding the entry and exit paths to local destinations, including car parks, which you can click below to download.&nbsp;We have also put together a list of Frequently Asked Questions about the spine route and the experimental traffic orders, which you can download below.

This is supported by our Kerbside Strategy and our commitment to increasing the number of cycle hangars in the borough.&nbsp;We&rsquo;ve had requests from businesses in the Waterloo area for more secure, safe cycle parking for members of staff. We know that some businesses and workplaces in the Waterloo area don&rsquo;t have space for secure cycle storage on site for their employees.In light of this, we are planning a trial of Business Cycle Hangars in the Waterloo area. This will allow businesses to rent hangars with secure cycle parking, to be used by their employees. Each hangar can fit a maximum of 6 bicycles.&nbsp; During March and April, we will be working with the WeAreWaterloo BID to collect expressions of interest from local businesses who are interested in taking part in the trial. Lambeth will be using the feedback to shape the trial, with a view to implementing the first business cycle hangars in the summer of 2024. The trial would run for at least a year.&nbsp; If you have a business in the Waterloo area and would be keen to have access to secure cycle parking, please complete our expression of interest form below. If you&rsquo;d like a business cycle hangar, tell us a bit more about how your employees travel to work and what kind of cycle storage is currently available in or near your workplace. The deadline for completing the expression of interest form is Sunday 12 May.&nbsp;After this date, we&rsquo;ll review the responses and demand for secure cycle storage from businesses in the area and plan the next steps for providing more secure cycle parking for businesses.

Frazier and Pearman Street Improvements

<h3 id="isPasted" style='margin:0cm;font-family:"Calibri",sans-serif;'>Why are we proposing this?</h3>Based on reports from local residents, site observations, as well as through traffic data, Frazier Street and Pearman Street are used by traffic to avoid the main road network. The situation is exacerbated by the banned right turn from Baylis Road to Waterloo Road (southbound). This is causing congestion, pollution and a dangerous pedestrian environment in the local area, especially at the junction of Pearman Street and Frazier Street. Through these proposals, we want to ensure that through traffic stays on the main road network as much as possible, whilst retaining access for local residents. We also want to enable operations from the London Ambulance Service, as this is one of the busiest centres in Central London.<h3 style='margin:0cm;font-family:"Calibri",sans-serif;'>What is exactly proposed?</h3>We are proposing two interventions, a section of one-way on Frazier Street and a section of &lsquo;No Motor Vehicles&rsquo; restrictions on Pearman Street. If it is decided to proceed with these interventions, they will be paired with enabling the right-hand turn from Baylis Road to Waterloo Road (southbound), something that the Council previously committed to. &nbsp; On Frazier Street, at the junction with Pearman Street, it is proposed to install a small section of one-way with a contraflow cycle lane. This will stop through traffic from Morley Street. Two car parking bays will be replaced with a green buildout with trees. More tactile paving crossings are also proposed at the junction with Pearman Street. Premises on Frazier Street will still be accessible by vehicle from Baylis Road. &nbsp; On Pearman Street, between Frazier Street and Coral Street, a &ldquo;no motor vehicles&rdquo; restriction will be implemented. This means that no vehicles except those with an exemption/dispensation will be able to enter the zone. This will remove options for through traffic to use this cut-through, but will still allow emergency vehicles like Ambulances to use this section of Pearman Street. Premises on Coral Street will still be accessible by vehicle from Waterloo Road.

Lambeth Council and We Are Waterloo BIDS have collaborated to deliver a design proposal for SuDS (Sustainable Drainage Systems) and green spaces on Hercules Road. The proposal is to build bio-retention gardens, in new highway build outs to be located on existing carriageway and parking bay locations. This is for the purpose of improving the borough&rsquo;s resilience to climate change (flood, heat, and biodiversity risks) in line with the kerbside strategy, whilst supporting transformation of the street.Sustainable drainage systems (SuDS) are drainage solutions that provide an alternative to the direct channelling of surface water through networks of pipes and sewers to nearby watercourses. By mimicking natural drainage regimes, SuDS aim to reduce surface water flooding, improve water quality, and enhance the amenity and biodiversity value of the environment.&nbsp;We are also proposing the following:<ul><li>Provision of more greening and tree planting</li><li>Introduction of places to sit and rest</li><li>Introduction of informal play equipment such as boulders.</li></ul>

Roupell Street Healthy Street Improvements

Roupell Street is a popular walking route, historically significant and used for many different purposes, including filming.&nbsp;At the same time, a route for west to east through traffic has been identified in the area, using Exton Street, Whittlesey Street, and Roupell Street.&nbsp;In order to remove through traffic here, a &quot;no motor vehicles&quot; traffic restriction is proposed on Roupell Street. We are however mindful that any changes to the carriageway, footways and the public realm will have visual impacts as well. As a result, this proposal is subject to change.We are proposing to:<ul><li>Add more tree planting and greening</li><li>Add street furniture like seating</li><li>No through traffic for motor vehicles</li><li>Retain possibility for two-way cycling</li></ul>
